Part of the drop is a provision they made for a possible tax settlement - they appear to be avoiding taxes on income from China!
Where there is smoke there is fire - how much would you bet that they are probably avoiding taxes in Canada too! All related to higher prices charged in Canada versus the U.S. for the same product. (transfer pricing/costs) Wake-up Revenue Canada!

Matthew Coons at Transport Canada was kind enough to return our call regarding the “eventual?” implementation of the new amendment to regulation 215. - As we reported last month the consultation period was closed off on April 22nd.

Another list was posted today with yesterday’s date.
Differences are:
Hyundai - 2009 admissible.
Lexus 2009 RX350 moved from section 3 to section 5.
Section 14 - the ZENN 2008 and newer admissible.
