Please read the comment from Mr Roger Delorme - Bob and I just spoke with Roger who is in Florida. 

“Good news just came up. The fellow at transport Canada [Robert] just called me back and told me an anouncement will be delivered tomorow at around 10AM on our cars and trucks. I asked him if it was good news and he stated on my truck it will be a nice Christmas gift. That is all I know. Tune in to web site www.tc.gc.ca at ten AM December 19, 2007. Merry Christmas to all. ”

    Serge,

    This is great news. I for one will be tuned into that website at 10 AM. I am optimistic that we will get good news thanks to the efforts of so many individuals who visit and comment on this site.

    We have proven to Transport Canada that the Immobilizers in the US and Canadian cars are the same and more than adequate.

    We have testimonials from Honda people in New York and Virginia
    stating this fact.

    1: The odometers are calibrated in kilometers and miles.
    2: The child restraints are standard equipment and installed
    3: The Daylight Running Lights are standard equipment and installed.
    4: 8kmh bumpers are standard equipment and installed.

    To Transport Canada:

    Come on Transport Canada, do the ethical thing and release the F2 forms to the injured parties immediately so that they may have their cars plated by Christmas.

    A mistake has been made and it is in your power to rectify this travesty.

    You only have some semblance of credibilty to be regained by acting quickly.

    The press release from Transport Canada only says that the amendment will be published on December 26th. It doesn’t say what it will contain, nor does it even hint anything has changed from the proposal! So if the amendment is vastly different than the original proposal sound like the people of Canada will not get a say, while I’m sure the manufactures know based on all the closed door sessions.

    For anyone that needed their vehicle before Christmas seems to be out of luck…. our government moves too slow!

    It does stated that they will start clearing the back log however. The “certain” component on this sentence scares me. Does this apply only to units brought over the border that have a factory installed immobiler?

    IMPORTATION OF U.S. VEHICLES BY CANADIANS: GOVERNMENT OF CANADA ANNOUNCES AMENDMENT TO CLARIFY AND EASE IMPORTATION
    OTTAWA — The Government of Canada has amended the Motor Vehicle Safety Regulations to make it easier for Canadians to import vehicles from the United States built on or after September 1, 2007, that are already equipped with an electronic immobilization system or that can be fitted with one.

    “Our government remains committed to ensuring the safety of Canadians on our roads and highways,” said the Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities. “This amendment clarifies the process for importing vehicles from the U.S. with respect to electronic anti-theft immobilization systems.”

    The amendment will also allow Transport Canada to immediately begin clearing the backlog of cases involving Canadians who recently purchased certain new U.S. models. These vehicles could not be imported because they were not certified by the manufacturer to meet the Canadian standard for anti-theft electronic immobilizers.

    As of September 1, 2007, the Motor Vehicle Safety Regulations require that all new cars, vans, light trucks and SUVs sold in Canada or imported into Canada be equipped with electronic anti-theft immobilizers meeting a defined Canadian standard.

    Canada requires these systems in response to the public’s desire to reduce auto theft and to protect innocent parties from injury and death that can result from car accidents caused by thieves. In addition, the insurance industry has brought forward evidence that mechanical immobilizers can be defeated using simple tools. Electronic anti-theft devices are more secure.

    The amendment will offer more flexibility to Canadians wishing to import vehicles and will continue efforts to ensure safety on our roads.

    This amendment will modify section 12 of the Motor Vehicle Safety Regulations as it pertains to importing vehicles purchased in the U.S. The government’s intention to introduce the amendment was first published in the Canada Gazette, Part I, on December 1, 2007. Interested parties were given 15 days to comment. Final notice of adoption will be published in the Canada Gazette, Part II, on December 26, 2007, at http://www.canadagazette.gc.ca.

    While the provincial and territorial governments have jurisdiction over after-market additions to motor vehicles, Transport Canada develops standards and regulations for new vehicles manufactured or imported for use in Canada.

    Before buying a vehicle in the U.S., Canadians should check with the Registrar of Imported Vehicles about the rules and process for importing vehicles (www.riv.ca). Transport Canada’s Registrar of Imported Vehicles program verifies that new vehicles sold at the retail level in the U.S. and imported for use in Canada meet Canadian safety requirements. Imported vehicles may have to be modified to meet requirements for daytime running lights, child tether anchorage systems and anti-theft immobilization devices.

    Nothing before December 26,RIV will not release Form 2 without a detailed
    ammendment.The political wheel is very slow and very well greased by the Car
    Manufucture,let’s hope we can get to drive our cars before January’08

    I received an email from Transport Canada saying the the Regulation is in place as of today (December 19). The Order in Council is as follows:

    Whereas, pursuant to subsection 11(3) of the Motor Vehicle Safety Act, a copy of the proposed Regulations Amending the Motor Vehicle Safety Regulations (Importation of Vehicles — Section 12), substantially in the form set out in the annexed Regulations, was published in the Canada Gazette, Part I, on December 1, 2007 and a reasonable opportunity was thereby afforded to interested persons to make representations to the Minister of Transport, Infrastructure and Communities with respect to the proposed Regulations;

    Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Transport, Infrastructure and Communities, pursuant to subsections 7(2) and 11(1) of the Motor Vehicle Safety Act, hereby makes the annexed Regulations Amending the Motor Vehicle Safety Regulations (Importation of Vehicles — Section 12).
