Good step towards resolution of the anti-theft issue!
It appears to state that cars imported from U.S and following the U.S standard for anti-theft immobilizers is proposed to be accepted in Canada.

REGULATIONS AMENDING THE MOTOR VEHICLE (refer to 3366 of the Canada Gazette)
SAFETY REGULATIONS (IMPORTATION OF
VEHICLES — SECTION 12)
AMENDMENT MODIFICATION
1. Section 12 of the Motor Vehicle Safety Regulations1 isamended by adding the following after subsection (4):
(4.1) For the purposes of subsection 7(2) of the Act, a vehicle
that has been sold at the retail level in the United States and that
has not been certified by the manufacturer as conforming to subsection
114(4) of Schedule IV to these Regulations may be imported
into Canada despite not being certified to conform to subsection
114(4) if
(a) the vehicle was fitted at the time of manufacture with an
electronic immobilization system; or
(b) unless the manufacturer has indicated in writing that the
vehicle cannot be fitted with an immobilization system, the
person importing the vehicle states in their declaration that the
vehicle
(i) will be fitted with an immobilization system that conforms
to National Standard of Canada CAN/ULC-S338-98,
entitled Automobile Theft Deterrent Equipment and Systems:Electronic Immobilization (May 1998), published by the
Underwriters’ Laboratories of Canada, before it is presented
for registration under the laws of a province, and
(ii) will be taken, within 45 days after its importation, to an inspection
station authorized by the registrar of imported vehicles
to carry out an inspection function to determine that the
vehicle has been made to conform to the standard.
COMING INTO FORCE ENTRÉE EN VIGUEUR
2. These Regulations come into force on the day on which
they are registered.

So, does this mean if the manufacture said it can not be equiped with an after market immobilization system you’ll never need one? My Fiancee lives in the US and will be moving to Canada next year so she has to import her 2008 Rav 4 that was built and purchased in September. Though, the dealer in the US did tell her that it does have an immobilization system in it, which is why they claim the remote is worth 350 dollars.
Her car will also be classified as used, and she will be a returning Canadian after living in the US for 7.5 years, not sure how that effects the situation.

What happens if the auto manufacturers in the US(or CA bound for the US) no longer make electronic engine immobilizers standard equipment, then just simply issue a letter stating installed immobilizers can’t be made to conform to CMVSS??!

x10 everyone who had any involvement in this should be very proud of this amendment. The gov’t officials that spearheaded this should also be congratulated.

I hope the manufacturerers cannot still ist post Sept 01 vehicles inadmissible for some undefined reason As I posted some time ago on Edmunds the only way to resolve this was with a legal amendemnt. I am frakly impressed with how quickly this was done after Lawrence Cannon’s statement.
Congratulations to all those who worked to exert pressure and thanks to the Minister and transport Canada officials who have resolved this expeditiously.

Although I found out my car was made Aug 30, but I thought I was in the same boat as the peoples on this thread.

It does look like Victory!(although some of the wording in the document is a little confusing) We’re hopeful! Serge and Robert have been a great resource to all of us, and I thank you both! I wish there was a way we could thank you, because I swear, this website has been our lifeline!

Sarah and Shaun - thanks to all you folks who have been posting to the site - those who signed the petitions and most of all, we have many many silent volunteers - we have been amazed by the help from many and the enormous talent that is out there that contributed to this success. Although it is not quite over it is starting to look a lot better tonight than it did last night. This site is now 11 days old - if you can beleive that - in only 11 days - look at what all the volunteers and members have accomplished. Let’s see where the next few weeks will lead us to. There is still lots to do before we have full fair pricing.
