CarsWithoutBorders Sees Transport Canada Announcement as a Step in the Right Direction

November 30th, 2007, Montreal, Canada.

Carswithoutborders, a group of Canadians advocating fair vehicle pricing in Canada, recognized today that Transport Canada is taking actions to remove its anti-theft device regulation trade barrier. It appears that this is a step in the right direction, however, we need time to review the new proposed regulation, and its implications on Canadians. We remind Canadians that this is still a proposal and Carswithoutborders will be taking actions to ensure that Canadians’ interests are protected. At this time we are proceeding with guarded optimism.

We have learned from this exercise not to take anything for granted. We all acknowledge how hard the Canadian Automobile Manufacturers are driving to protect their Canadian market and high pricing in Canada. We feel that the actions of our group have influenced Transport Canada to do the right thing. We would advise all our members to savor what appears to be a positive step. Over the week-end let us recharge our engines, in order to move forward, to a final solution that will service each and every hard working Canadian.

Good step towards resolution of the anti-theft issue!

Transport Canada announced today a proposed amendment to the Motor Vehicle Safety Regulations ( MVSR) .

It appears to state that cars imported from U.S and following the U.S standard for anti-theft immobilizers is proposed to be accepted in Canada.

REGULATIONS AMENDING THE MOTOR VEHICLE (refer to 3366 of the Canada Gazette)

SAFETY REGULATIONS (IMPORTATION OF

VEHICLES — SECTION 12)

AMENDMENT MODIFICATION

1. Section 12 of the Motor Vehicle Safety Regulations1 isamended by adding the following after subsection (4):

(4.1) For the purposes of subsection 7(2) of the Act, a vehicle

that has been sold at the retail level in the United States and that

has not been certified by the manufacturer as conforming to subsection

114(4) of Schedule IV to these Regulations may be imported

into Canada despite not being certified to conform to subsection

114(4) if

(a) the vehicle was fitted at the time of manufacture with an

electronic immobilization system; or

(b) unless the manufacturer has indicated in writing that the

vehicle cannot be fitted with an immobilization system, the

person importing the vehicle states in their declaration that the

vehicle

(i) will be fitted with an immobilization system that conforms

to National Standard of Canada CAN/ULC-S338-98,

entitled Automobile Theft Deterrent Equipment and Systems:Electronic Immobilization (May 1998), published by the

Underwriters’ Laboratories of Canada, before it is presented

for registration under the laws of a province, and

(ii) will be taken, within 45 days after its importation, to an inspection

station authorized by the registrar of imported vehicles

to carry out an inspection function to determine that the

vehicle has been made to conform to the standard.

COMING INTO FORCE ENTRÉE EN VIGUEUR

2. These Regulations come into force on the day on which

they are registered.

How a manufacturer can add $15,000 to the price of a Canadian vehicle thanks to Transport Canada.

It appears that some technically astute people are starting to look into the real differences between factory installed anti-theft devices on US and Canadian vehicles.     There have been reports in various chat rooms  and  followed up by members of our Anti-theft team that the part numbers for the anti-theft devices are identical (however, we shouldn’t expect this to last for long – Shhh!).

One manufacturer has apparently taken it a step further by mounting the identical module in a slightly different place in the car.    We understand that one aspect of the unique Transport Canada regulation is that a person should not be able to defeat the device in 5 minutes versus 3.5 minutes under the US regulation (so how do you test that?).    We guess this probably translates to how many times you have to take a sledge hammer and crow bar to the interior of the dashboard of vehicle to expose the device and then rewire it.  Of course, a professional thief will probably be able to do it in less than one minute especially after they transport the vehicle by tow truck to a nice comfortable location.

So apparently for the sake of a 90 second difference, we are paying a huge premium to purchase a vehicle in Canada.    Maybe if you factor in the fact that Canadian thieves have to work most of the time in the freezing cold, thereby reducing their productivity, the US cars are actually meeting the Transport Canada standard today.

GM’s Stance on Anti-Theft Devices: All Smoke and Mirrors

GM Canada logoYou may remember Sarah Oko from this report on GlobalTV Edmonton earlier this week. She purchased a GMC Sierra in the US, but Transport Canada’s bureaucrats will not let her register it in Canada because GM will not certify that its anti-theft device meets new Canadian standards.

Now, Sarah has discovered what appears to be a smoking gun:

 

I am happy to announce that I think we are flying to Michigan to pick up our truck next week. All of this hoopla is regarding an immobilizer device. We had the US dealer check our truck and give us that part number. For the GMC Sierra 2500HD Duramax the part #15845229 in case anyone needs to know. I have called my General Mortors dealership here in Canada, St Albert to be exact and they have confirmed that it is the same part number of the device here that is on its Canadian version of the truck.

Car of The Day… 2008 Subaru Tribeca

This morning I  looked at an interesting item I picked up at the Kingston Whig Web site.   The ”Wheels” auto supplement feature by Malcom Gunn of Wheelbase Communications featuring the 2008 Subaru Tribeca.  This is a great looking car and you can get all the details at:

 So I wondered off to my RIV Lists   Green Light  Just recently on Nov. 26th Transport Canada declared several Subaru Models inadmissible but they seemed to have let the Tribeca off the hook, it is admissible.  Please be advised that given the tendency for major “flip-flops”, that I would probably get it in writing first directly from TC before I ventured further, and have it notarized!

Going over to the

  • Compare Prices between Can and U.S.
  • Tribeca 5 Passenger $41,995 Tribeca 5-Passenger $29,995 41.64%

    This is what I found a 41.64% difference?? for the base model!

    I went to the Subaru.ca web site and tied to build the model and re-check the price. This price in Canada appears to before taxes and prep. I checked at Subaru.com and again found the base price to be $29,995 U.S.  I think it was before only a $600 charge for prep I am not sure.  Wow !

    Now, before running out and going south and skipping your breakfast…. Please please take my advice.  I would strongly  advise you to do your own research on this one, I suggest you  get quotes from your Canadian dealer and quotes from the folks south of the border!  (since the word is out about us Canadians - don’t tell the U.S. dealer you are Canadian - until you have to ) .

     Then If I could get this in writing from the TC, I would jump on it right away, before somebody wakes up and it also winds up onthe inadmissible!  Please don’t hold this against me if you get “Flip-Flopped” by the folks at Transport Canada. 

    Please note the RIV listing is as of our inquiry this Morning at 6:22 A.M. and of course we all know is subject to Change by Lawrence Cannon.
